As far as someone possessing a weapon that has not been unlocked or reached yet in the map is concerned:
Don't forget that on Fuzz Ball's server you get a random weapon upon spawning. One really nice weapon you can get in this manner is the super sniper rifle. That rifle kicks butt, and can seem very out of place at the beginning of a map.
