I popped into someone else's thread at a different forum and asked if the attached file could be made into an actual monster. I got chastised by one of the mods there, saying that it was inappropriate for me to ask given the situation that was going on in said thread...

Thats part of Forum etiquette, its not polite to hijack someone elses thread to answer a question for you. Some forums highly discourage thread hijacking. Just make a new thread like you did here and they should be ok with it.
As for the Ant. It will take someone with modeling skills to pull that off. You would think an ant like that would be easy but it probably isnt with UT99.

I use milkshape 3d it is Unreal friendly allowing you to texture the model and create animations also comes with The unreal and ut2004 skeletons built in

Though what Sir Mandrake said above about starting a new thread with the question, instead of hijacking the thread, is correct to do.
Some other things that they are opposed to over there are quite ridiculous though.
