Yep DST has moved so Windows users need to update or DST will not change on the correct date. Here is a direct link to the patch file.

The prob is that DST will start 3 weeks early this year. If you don't patch what will happen is, Sunday your computer clock will be wrong and you will probably reset it to the correct time. THEN three weeks later ( old DST change ) your computer will self correct for DST and your time will be off again. The patch just changes what date Windows will change to DST.

Be aware though too it's anything else based on the clock system & it may be reverted back if the Govt. decides to later on.
