You SHOULD be Playing UT with version 436 and also that is the version to use for UnrealEd. (UnRealEd2)
UnRealEd does NOT work in later versions - the later versions are mainly for servers! (at this point - until they work the bugs out of 451b)

I know,
the reference to the ini was for knowledge and comprehension of the point.

The open entry command is what i use to try skins.
