It should say Welcome TO Hell.

If I needed to write that down I also should say '' Welcome in Hell ''.

Personally I don't know well how to do it without any clue.
But I'll try, I have AAA-Logo & Adobe photoshop.
Photoshop can but I don't use it much.

You can say you are in Hell

But welcome in hell is wrong.
When you are "in" it is a state of being.
When you are in something you are already there.
When you welcome some one to something they are still arriving.
