Skinning software

I basically taught myself how to skin, using ThumbsPlus, Notepad, and MS Paint. However, there's probably better ways to go about this.

What's some good skinning programs, that're preferrably fairly simple to use?

Please provide links.

I know but I went looking for it, on a couple forums we're both on, and couldn't find it.
