I'm not sure what wep is is, but i do know its because of the chaos mutator your running.
GOTY isnt a mutator its an upgrade of ut99, the mutator your running is the chaos ut mutator, so im guessing its some kind of weapon that goes with the mutator, try running it with out the chaos goty mutator!

GOTY isn't an upgrade - it is an edition.
Same game as UT99, but with some bonus pack(s).
It just comes with Chaos mutator/mod.

I never saw it before but I do think it is part of the Chaos mod though I have that mod and never saw the weapon before. I'm betting it is an error overall. You said it doesn't work right? Try to get the rocket launcher with the mod on and press and hold the right mouse key. What did you see? Do it again with the left key and again with both keys and finally try it all over again with the other rocket launcher that comes in that Chaos mod.
