Should my graphics card be able to run open gl?

Let me say that I think the D3D renderer that comes with UT is just fine to use. In fact, to my knowledge it is approved and I think all of these others that have been made after it are not approved and simply modified versions of the first one to enhance certain types of video cards. That is just a guess on my part. I have only used the D3D that came with the game and never a later version. I do know that the OpenGL that comes with the game sucks. That is why I use the OpenGL that I mention in my manual. There have been even better updates since the one I menetion though I have not tested them yet. Mine works good enough.
So agin, what happens when you use the plain D3D that comes with the game?

This is on every server i play on, no specific one!
If it is set at 35, try it at 45 or 50 - as an example.
Also, check you ini for your connection speed setting - may be set too high also.
Being a new install - it will be back to default.
By d3d9 I meant DirectX (not the UT D3D driver) - because UT99 comes with a very Old DirectX driver so do not load in the old DirectX that comes with UT99.
DirectX is from MicroSoft.

Okay first to hermskii:
When i run the D3D that comes with the game NOT UPGRADED VERSION my game eventually freezes up (takes about 20 seconds though)

I thought about the fps setting too, and i upped it to 55, didnt work

Don't make any adjustments to your minimum FPS. It doesn't matter on todays cards. Using the setting od 28 which is default unless you have a Voodoo card will be just fine. Setting this higher will actually degrade your quality while increasing frames. Don't do it. Trust me.
Your problem makes no sense to me. There is no reason for this isuue unless your video card is getting to hot.
Get my manual. Take the cover off the side of your PC so you can see your video card. Touch nothing inside your compter.
Uninstall UT and every mod with it.
Reboot.
Delete the UnrealTournament folder at C:\UnrealTournament. (Yes, delete the whole thing).
Follow the directions in my manual up to the end but not including the last sentence of chapter 3.
Report to us here what happened.

Especially since I operate a "vintage" computer running "Win-ME" LOL, I forget about the new specs, but a vintage one that runs UT very well and in some cases better than some of the newer comps!
(I packed alot into her when I ordered her and she has served me faithfully & well since 2000)
Upping the Minimum FPS used to be the Single Best thing you could do to boost your performance AND elliminate lag.
It still works great for me when I run into a hugh map that lags. It'll surely work for older and also lesser endowed newer computers I am certain.
Any quality of graphics that is "lost" is virtually undetectable as this function only throughs out graphics quality that is totally unnecessary and mostly unseen background stuff.
I thought that in this case, since BiGbOsS was experiencing what seemed like lag, this may help or at least put him on the right track to finding what is actually happening or causing the lag.
I wasn't thinking that with the newer comps and cards, they can easily handle UT graphics and also that any lag should not even enter into the mix here.
BigBoSs - I sure hope that you get this ironed out!

everything was working fine (except for the lag part) but then when ever i ran my ut, my computer restarted, then ut wouldnt even open
Just deleted my whole folder, i will be away tomorrow and Saturday, but maybe Sunday i can get a start and finally put this stupid problem too rest

that might explain a little, i went to try playing ut without my server up to see if i still had a lag, but my computer restarted....3 times lol.

It sounds more like you have a heat issue to me than anything else. Make sure the Power supply fan is on. Make sure the CPU cooling fan is on and make sure the video card cooling fan is on. You may even have a southbridge fan if your mobo is of the VIA type. Just make sure every fan you see on or in your computer is clean and moving quietly at full speed. Let us know. CYA!

na all my fans are working, maybe my system is dieing?
plus i dont have a side to my computer
no way it could be over heated lol.
so i reinstalled ut using your manual hermskii, three major problems
1. i cant maximize the screen, whenever i click on it to maximize, the screen just goes back to a little window.
2. i cant change my screen resoultion to anything over 800x600 there are no other options
3. that "lag" is still there, old system maybe?
any thoughts?

OK. Go to the maker of your video card and get the latest drivers. I think it is Nvidia yes? Stay with reg D3D renderer that came with the game. It is the easiest to troubleshoot and fix. We have to fix the problem while on this renderer before we could possibly fix it on a different one. Get latest drivers for your card from Nvidia.
This is odd for sure. Fans may be on but are the heat syncs clean too. A fan it pointless if everythig is dusted up badly. You may have noticed the servers being down the last 2 days. That is because my fans are dirty and the syncs are too so it overheats and locks up. What is the temp in the computer room?

today anyways, today had to be the hottest day of the whole year for us.
it was in the 90's today, but right now its cooling down to like high 70's low 80's.
normally (for this season) its only like 70 degrees at the most!
today was just super hot lol.

Answer
The heat sync is actually spelled sink I think. Above your processor is a big cube of metal. attached to the top of it is a fan. the metal cube is thin sheets of aluminum or copper usually and the fan is attached from the top and sits right on the sink blowin down into it to disperse the heat. If those thin sheets of metal get clogged with dust like the dust collecting on all fans, it will no longer be able to cool the processor and problems like your start to happen. CYA!

Dirty
Are they dirty? You safely remove the fan from the heat-sync but don't remove the heat-sync from the processor. I use a light and thin bristled paint brush to dust mine out about 2-3 times a year and I use a vacuum attachment with the vacuum reversed so it actually blows instead of sucks. It works well. So well in fact that each time I do it, my system looks brand new again after every clean up. Be careful, be gentle, be patient. It will clean up very nicely if you follow those rules. CYA!
